One Vision Housing has a dedicated Procurement team based in our Bootle office in Sefton, Merseyside. The multi-disciplinary team ensures that all procurement complies with One Vision Housing’s internal governance, national and European Law.
We control and monitor all contracts for the procurement of goods, works and services.
Most of One Vision Housing’s procurement and spend activity is centred on the following three areas:-
(i) Regeneration Procurement
(ii) Procurement for facilities management services
(iii) Procurement of other goods and services including ICT
From 2007 onwards the Association will spend circa £188m on the Decent Homes Programme and environmental improvements, £50m on responsive repairs to housing stock and £25m on back office support, goods and services.
Our Strategy is to continuously improve the procurement process so as to obtain best value from the contracts we enter into and to minimise the administration costs of buying.
We actively pursue efficiency savings so that we can channel savings into front line services for the benefits of our tenants and the neighbourhoods in which we operate .

Value for Money
We believe value for money is best achieved by competition and all our sourcing is based on this principle.
One Vision Housing will achieve good value for money by benchmarking existing agreements against the wider market, ensuring that all procurements are made available to an appropriate degree of open competition, and assessing all source and selection decisions in conditions of equal treatment, non-discrimination and with regard to whole life costs and quality.
The majority of One Vision Housing’s expenditure is carried out by the Regeneration and Investment Division.
For any contractor, supplier, consultant or specialist our agreed approach for Contracts above EU Thresholds is as follows:
1. Use “restricted” procedure and market test Europe
2. Competitive tenders that award on the basis of both cost and value
3. The use Frameworks which involve a minimum of two call off contractors
4. “Partnering” of the supply chain and incorporation of Key Performance Indicators
5. Avoidance of monopolies where possible

The team is happy to hear from existing and new suppliers who are interested in tendering for business. Please note we carry out credit references on all of our existing and potential suppliers. Poor credit references may mean that One Vision Housing decline your submission.
One Vision Housing Supplier Questionnaire
All One Vision Housing suppliers are required to complete a questionnaire so that an objective evaluation can be made in terms of their financial viability and corporate values.
Any relationship with the Association is required to be identified in order to ensure probity and compliance with the Housing Act 1996, Part1, Schedule 1.
